In Korea, Samsung's loss to Apple puts innovation in spotlight

Samsung lost a key patent infringement case brought by Apple over mobile technology. The case may force the Korean electronics giant to focus more sharply on innovation, analysts here say.

Samsung Electronics, the loser in a milestone patent infringement case brought by Apple, was ordered Friday to pay $1.05 billion for violating Apple?s patents on I-phone and I-pad technology. Samsung is vowing, however, to fight to overturn the verdict of the nine-person jury in a federal court in Cupertino, Calif., near Apple?s global headquarters.

Whatever the final outcome, the case may force Samsung to focus more intensively on innovation, according to analysts here.

Samsung should ?stop fighting it,? says James Rooney, chairman and CEO of the Seoul advisory firm Market Force. ?It?s time to stop copying others. Samsung would be far better advised not to fight it. To continue fighting it is to give themselves a bad name.?

Samsung Electronics Chairman Lee Kun-hee, the head of a sprawling empire that accounts for 20 percent of South Korea?s economy, has periodically called on his army of executives and engineers to ?shift from copying to innovation.?

Intrinsic in Korea?s rise as an industrial power from the devastation of the Korean War has been the drive to imitate whatever worked for major economies, notably Japan and the United States.

In recent years, however, Korea has been bursting with creativity in fields ranging from motor vehicles to music as epitomized in K-Pop groups with global followings. ?There is a huge capacity to create,? says Mr. Rooney, ?They?ve been schooled so much in the other way of doing things. Copying has been the backbone of Korea?s economic growth since the 1960s.?

The jury in California, after deliberating for three days on a wide range of complicated issues and questions, came out with the unanimous verdict that Samsung had infringed on six of seven of Apple?s patents for mobile phones. The jury flatly rejected Samsung?s countersuit in which it had asked for $421.8 million in damages.

Although the award of $1.05 billion in damages for Apple was far less than the $2.5 billion Apple had asked, the amount seems almost incidental when balanced against Apple?s desire to keep Samsung from intruding on its markets with Apple-like products in Samsung packages.

Oil rises more than $1, tropical storm threatens supply

SINGAPORE (Reuters) - Oil futures rose more than a dollar on Monday, with Brent climbing above $115 per barrel, on supply worries as Tropical Storm Isaac threatened to interrupt most U.S. offshore oil production in the Gulf of Mexico.

Oil prices got a further boost from hopes of more U.S. stimulus measures, which would improve the outlook for demand from the world's top consumer of oil.

Brent crude futures rose $1.25 to $114.42 a barrel by 0635 GMT, after rising to a high of $115.50 earlier in the session. U.S. crude was up 96 cents to $97.11.

"The storm will have a temporary impact on prices. But everyone is waiting for the European Central Bank and U.S. Federal Reserve meetings ahead," said Tony Nunan, a risk manager at Mitsubishi Corp in Tokyo.

"Technically, Brent has been strong, so it looks like it's continuing that trend after the temporary blip on Friday and simply reversing the falls."

Oil prices fell on Friday after a report that the International Energy Agency is likely to tap strategic oil reserves as soon as September, dropping its resistance to a U.S.-led plan.

But prices are now turning upwards ahead of the annual U.S. Jackson Hole meeting of central bankers and economists later this week, where Fed Chairman Ben Bernanke will deliver a speech that will be scoured for clues on a third round of quantitative easing.

The markets will also look for policy signals from the euro zone ahead of a September 6 meeting of the European Central Bank.

"The markets are now getting excited about the possibility of additional monetary stimulus by the Federal Reserve," said Ben Le Brun, a Sydney-based market analyst at OptionsXpress.

"I don't think traders will want to be caught short ahead of the Jackson Hole meeting especially when there's an upside risk."

SUPPLY DISRUPTION FEARS

Oil prices drew support from the threat to U.S. offshore oil production in the Gulf of Mexico from the Tropical Storm Isaac, which is expected to strengthen to a Category 2 hurricane and hit the Gulf Coast somewhere between Florida and Louisiana by midweek.

Meteorologists at Weather Insight, an arm of Thomson Reuters, predict the storm will spur short-term shutdowns of 85 percent of the U.S. offshore oil production capacity and 68 percent of the natural gas output.

The Gulf of Mexico accounts for about 23 percent of U.S. oil production and 7 percent of natural gas output, according to the U.S. Energy Information Administration (EIA).

About 30 percent of U.S. natural gas processing plant capacity and 44 percent of the country's refining capacity also line the Gulf Coast, the EIA said.

There are other supply worries as well.

Delays in Iraq's pipeline construction threaten to stall production at Royal Dutch Shell's Majnoon oilfield for at least three months, forcing the field to miss a 2012 target of 175,000 barrels per day.

In Norway, oil services workers broke off wage talks with oil companies on Friday, taking the sector a step closer to its second strike within two months.

Norway's vital oil sector was hamstrung last month when production workers held a 16-day strike over pay and the right to early retirement, driving up oil prices.

An upcoming maintenance-related drop in North Sea output and ongoing Middle East turmoil also underpinned Brent prices.

Britain's largest oilfield, Buzzard, which is the single biggest contributor to the Forties crude oil stream and usually sets the price of the Brent benchmark, will shut next month, suspending output until mid-October.

Adding to Middle East uncertainties, Iran's foreign minister urged delegates at a Non-Aligned Movement developing nations summit on Sunday to oppose sanctions imposed by the West.

U.S. gasoline prices also increased after a fire at Venezuela's biggest refinery, the 645,000 barrels per day (bpd) Amuay plant.

Pesticides endanger bats

ScienceDaily (Aug. 27, 2012) ? Bats are a highly threatened group of animals and many people are concerned with their conservation. The entire group of animals is protected in Europe. 10 of the 19 bat species native to Germany are already found on the red list of threatened species. Therefore it is worrying that bats are not included in the EU-wide authorization procedures for plant protection products. A study by the University of Koblenz-Landau revealed that pesticide contamination of their diet can lead to long-term effects in bats.

Before the EU issues a pesticide approval, it will undergo a regulatory risk assessment required by law. Using various scenarios, the risks for different organisms from acute to long-term effects such as impatcs on reproduction are estimated. To date it is assessed whether new pesticides harm birds and mammals, but so far bats are not mentioned in the current relevant guideline for risk assessment in the EU.

Studies have already indicated that bats are particularly sensitive to pesticides. The threatened animals are still ignored in the risk assessment procedure, even after the amendment of the applicable regulations in 2009, since there is a lack of data according to Dr. Carsten Br?hl and Peter Stahlschmidt from the Institute for Environmental Sciences at Landau. "Most studies on bats were carried out in protected areas or in forests" explains Stahlschmidt. So far it was not investigated whether bats forage for food in the agricultural landscape at all although more than half the area of Germany is used for agriculture. In a previous study, the researchers were able to detect 14 bat species on intensively managed agricultural land.

In their current study, the Landauer ecotoxicologists took a closer look on the diet of bats in a fruit-tree plantation. After spraying the commercial pesticide active ingredient fenoxycarb, which inhibits the growth of insects, the scientists measured the remaining chemical residues on flies, moths and spiders for two weeks. The highest residues were recorded on leaf dwelling insects and spiders, lower contamination was found for flying insects. Based on this data, they calculated different scenarios of the current risk assessment procedure. In the calculated best-case scenario, where the animals find their food also in unpolluted areas, long-term effects of one of the six used bat species in the calculation could not be ruled out, in the worst case scenario 3 bat species were affected. Hardest hit were so called gleaners, bats that collect insects and spiders from the leaves of the fruit trees.

The actual risk could be even higher than calculated, suspects Stahlschmidt. Because there are no sensitivity data for bats, the formulas in the risk assessment process use the toxicity data of the house mouse and add a safety factor of 5. "The bat, however, because of ecological characteristics such as a long lifetime and only one offspring is a very sensitive organism," says Stahlschmidt. Therefore, it is even likely that a difference in sensitivity between the house mouse and the bat could exceed 5. This could mean that even those species that prefer the less contaminated flying insects are at an unacceptable risk.

Something needs to change urgently if the endangered flying mammals should be effectively protected. "The responsible authorities must take action," says Stahlschmidt. "The current approval process for pesticides should be extended to bats and further research on the sensitivity of this mammalian group to pesticides is immediately needed" the researcher closes.

Isaac prompts hurricane warnings from La. to Fla.

MIAMI (AP) ? Hurricane warnings have been issued for an area stretching from Louisiana to the Florida Panhandle as Isaac churns toward the Gulf Coast.

The warnings stretched from east of Morgan City, La. ? which includes the New Orleans area ? to Destin, Fla.

Isaac lashed the Florida Keys as a tropical storm on Sunday, bringing rain and strong winds. But residents for the most part took it in stride. However, preparations have begun farther north as forecasters warn Isaac could be a strong Category 2 hurricane by the time it reaches the Gulf Coast.

The U.S. National Hurricane Center in Miami says Isaac is expected to hit somewhere between southeastern Louisiana and the Florida Panhandle either late Tuesday or early Wednesday.

LOS ANGELES (AP) - Adrian Gonzalez hit a three-run homer on the second pitch he saw in a Los Angeles Dodgers uniform, and Andre Ethier tied a franchise record with his 10th straight hit in an 8-2 victory over the Miami Marlins on Saturday night.

Clayton Kershaw pitched three-hit ball over eight innings for the new-look Dodgers, hours after they acquired Gonzalez, Carl Crawford and Josh Beckett in a blockbuster trade with Boston.

Ethier and Mark Ellis also went deep for Los Angeles.

Gonzalez, a four-time All-Star and three-time Gold Glove first baseman, batted cleanup between Matt Kemp and Hanley Ramirez, with Ethier dropped to sixth despite his four hits and four RBIs in Friday night's 11-4 win over the Marlins.

Ethier had his second straight four-hit game Saturday. He gave the Dodgers a 7-2 lead in the fifth with a leadoff homer against reliever Wade LeBlanc and added a bloop single to center in the seventh for his 10th consecutive hit, tying a club mark that was set in 1919 by first baseman Ed Konetchy.

Kershaw (12-7) struck out eight, walked two and yielded one hit in his final six innings. The reigning NL Cy Young Award winner is 5-1 with a 1.94 ERA in his last six starts, lowering his overall ERA to 2.84.

Marlins starter Josh Johnson (7-11) threw 89 pitches in three innings, giving up six runs and 10 hits and retiring only nine of the 20 batters he faced in his shortest outing this season. The two-time All-Star has lost his last four starts.

Johnson used up 45 pitches during the Dodgers' four-run first, which began with doubles by Ellis and Luis Cruz. Kemp singled Cruz to third and Gonzalez sent a towering drive deep into the lower seats in the right-field corner on an 0-1 pitch.

Ellis homered to left-center on the right-hander's second pitch of the second inning, and A.J. Ellis increased the lead to 6-2 with an RBI single in the third.

Gorkys Hernandez doubled in the top of the first and scored on Jose Reyes' groundout. Giancarlo Stanton led off the Marlins' second with his 28th homer and seventh in 10 games, a drive deep into the left-field pavilion estimated at 452 feet.

Tropical storm Isaac hit Puerto Rico Thursday and could be a Category 1 hurricane by Friday. Florida orange juice prices surged, but are now dropping as traders no longer fear a big hurricane.

Isaac also posed a big threat to Florida, where it could make landfall on Monday as the Republican National Convention is due to start in Tampa.

Authorities have not ruled out the possibility of postponing or relocating the Republican convention if the storm takes direct aim at the city on Florida's central Gulf Coast. But Craig Fugate, director of the Federal Emergency Management Agency, said the convention was not his biggest concern, at least for now.

"People are spending a lot of time talking about that," Fugate said of the convention. "I wish they'd be talking about making sure people in the (Florida) Keys are getting ready and that people in southwest Florida are getting ready," he told CNN.

The storm could also affect U.S. energy interests in the Gulf of Mexico, with analysts at Weather Insight, a Thomson Reuters company, giving it a 50 percent probability of moving into the heart of the oil and gas production region.

Isaac is forecast to approach Florida on Monday as a Category 1 hurricane, the lowest on the five-step Saffir-Simpson scale, but some computer models show it may swing farther west into the Gulf of Mexico. "Significant uncertainty remains about the threat Isaac poses to Florida," the U.S. National Hurricane Center said.

The threat to Florida triggered a 14-percent rally in orange juice prices in trading in New York earlier this week.? Prices pulled back on Thursday as panic buying over the previous two days subsided.

Florida accounts for most U.S. orange juice output, which is about 700,000 tonnes a year. "As long as it's Category 1 coming into Florida, it lessens the chances of it being destructive," said James Cordier, founder and president of Liberty Trading Group in Tampa.

The National Hurricane Center said Isaac was centered about 165 miles (255 km) south of San Juan, Puerto Rico, on Thursday afternoon and was moving westward at 15 miles per hour (24 kph).

The storm's top sustained winds dropped to 40 mph (65 kph) overnight, but the Miami-based NHC said re-strengthening was forecast over the next 48 hours and Isaac could become a hurricane on Friday before it reaches Hispaniola.

I had bigger breasts, a curvy waist, and I began puberty when I was only 11 years old. Although I was not unhappy with my weight until high school, I still felt ?different? than all of my friends and the girls in my school. I received more attention from boys because of my early development, which is unfortunately how I chose to use my developed body as a way to feel good about myself.

While eating lots of sugary and greasy foods and never working out I also began to act in ways that slowly diminished my self-respect and the respect I received from others. I was really overweight for my height and body frame.?I felt trapped inside of a body that I resented so I acted in ways that gave me temporary contentment but long term indignity.

Eventually I started to realize that the person I was did not match up with who I wanted to be. I knew that this was not how I wanted to live my life. It was time to make a change; and I did.

My senior year of high school was when I began my journey towards a healthy, fulfilling lifestyle. My older sister, Jenna, was studying Nutrition at Boston University during this time, so she helped me get focused, motivated, and ready to change. She taught me how to eat healthier and exercise, and focus on myself and my personal aspirations. I even went to an unhealthy extreme with exercise. ?Finding a balance was hard at first. Jenna?s guidance was exactly what I needed. After I began seeing results in my body I began to feel valuable, proud, and unstoppable. I started to learn more and more about health and wellness on my own until it eventually became my life and my passion.

It has been a long, difficult struggle for me to have transformed into the person I am today. Today I am a healthy, happy, confident, 22 year-old college graduate with an ambition to inspire teens to learn how to love and appreciate themselves as individuals. I feel empowered and driven to start changing the lives of anyone who feels that who they are is not who they want to be. My experiences growing up taught me that if we are unhappy then we must change ourselves in ways that bring us confidence, inspiration, and pride in who we are. It?s the power of positive thinking. The longer we sit and think about how badly we want something the more time we waste not doing it.

Police, Auto Insurance Companies? They're All Tracking You Down ...

LPRPolice and other law enforcement agencies are deploying an increasing number of license plate scanners across the country, but what are they doing with the data they collect and what does this mean for our privacy?

Ostensibly, the equipment ? which can read license plates using cameras mounted on police vehicles ? is being used to help law enforcement officers fight car crime. Upon reading a license plate, the number is relayed through a database which can alert officers to anything suspect about the vehicle or its owner; for example it can tell officers if the vehicle has been reported stolen or if isn?t registered, in addition to flagging the registered owner if he or she has a suspended license or any outstanding warrants against them.

License Plate Readers (LPRs), which combine video cameras with optical character recognition (OCR) technology, can be fitted onto police patrol cars or used at checkpoints, and have been adopted by police forces in no less than 35 states across the nation. Already, officers have achieved some notable successes, identifying stolen vehicles and returning these to their owners, but a number of concerns have been raised about just what the government might be doing with all the data it picks up besides simply fighting crime.

The American Civil Liberties Union has been especially vocal in their opposition to the use of LPRs, claiming that the systems are threatening the basic freedoms of American citizens by tracking their every move on the road, and even keeping a permanent record of everywhere they have been.

To get some answers, the ACLU has filed Freedom of Information requests in 35 states to query authorities on just how they plan to use the data collected from LPRs and to what extent they might compile ?movement histories? of people.

Allen Gilbert, executive director of ACLU in Vermont, recently said that the organization had discovered evidence that data collected from LPRs on non-suspect vehicles was being held for up to four years in some cases, raising serious concerns that this ?movement history? could lead to abuse of an innocent person?s civil liberties.

More worryingly, it?s recently emerged that law enforcement officials are not the only ones to have gotten their mitts on this data. ARS Technica reported this week that the information is being shared with hundreds of car insurance companies via the National Insurance Crime Bureau (NICB), a non-profit organization that?s funded primarily by American insurers.

The data in question comes from LPRs located at border crossings with Mexico, and includes the license plate in question, precise GPS locations, timestamps, and dates of any vehicle that leaves or enters the United States at its southern border.

NICB officials say that the data is only used in order to prevent vehicle thefts, and to track stolen cars that have been driven across the border. It notes that thousands of vehicles are stolen every year in the US, and later taken to Mexico to be resold.

Certainly, there?s no question that insurers would want to use the technology to see where stolen vehicles end up, but questions will surely be raised about what else they do with the data they collect. After all, who trusts an insurance agent? Given the much publicized concerns that health insurance companies might discriminate against certain individuals based on their genetic likelihood of developing chronic diseases, it isn?t beyond the realms of possibility to imagine that auto insurers might somehow use their LPR data in a similar way. What with the spiraling crime levels in Mexico, insurers could well decide that anyone who drives across the border more than two or three times a year deserves a substantial ?hike? in their premiums, and there?s little that anyone could do about it.

No doubt, many people will dismiss these concerns as ?hype? from a bunch of liberals with nothing better to do, but from my own investigations, I think they have some merit. There appears to be little in the way of legislation that directs how this kind of data should be collected, who can access it, and how long it should be stored. Surely, at the very least, these concerns need to be addressed?

Health workers among 10 dead in DRCongo Ebola outbreak

Ten people including three healthcare workers have died in an outbreak of the Ebola virus in the Democratic Republic of Congo, the World Health Organisation (WHO) said.

The deaths occurred in three different locations, with the healthcare workers among eight dead in the town of Isiro in the north of the country, according to a WHO statement released Tuesday.

The outbreak struck in mid-August and comes on the heals of another Ebola outbreak -- albeit of a different strain -- in western Uganda, about 50 kilometres (30 miles) from the border with DR Congo.

Sixteen people have died from the virus in Uganda since early July, although authorities say the outbreak there has been brought under control.

Ebola is fatal in about 50 to 90 percent of cases, with victims bleeding from body orifices before dying in the most severe instances.

The rare haemorrhagic disease, named after a small river in DR Congo, killed 37 people in western Uganda in 2007 and at least 170 in the north of the country in 2000.

KABUL (Reuters) - In the cloistered circles of the Taliban high command, Mullah Abdul Ghani Baradar had no equal.

As military chief of the hardline Islamic movement that once ruled Afghanistan and was ousted by a U.S.-led alliance, he oversaw the campaign of ambushes and roadside bombings that proved his fighters could threaten the most advanced armies.

When the talismanic leader was caught in the Pakistani city of Karachi in 2010, some Afghan officials hoped the magnetism he forged in war would persuade his former comrades to start talking peace. Indeed, news that Islamabad had allowed Afghan officials to visit Baradar two months ago sparked speculation in both countries of the prospects for a settlement.

Instead, Pakistan's refusal to hand him over to Afghanistan symbolizes one of the biggest obstacles to negotiations: a legacy of bone-deep suspicion dividing the neighbors.

Afghanistan fears that Pakistan is only pretending to support dialogue while its intelligence agencies harbor Taliban leaders to project influence across their shared frontier.

Any move to repatriate Baradar would raise Afghan hopes that Pakistan is willing to play a genuinely constructive role and open the door to other prominent insurgents.

"Releasing Mullah Baradar would encourage other Taliban leaders to embrace reconciliation," Ismail Qasemyar, an adviser to Afghanistan's High Peace Council, told Reuters. "It would be a huge symbolic step."

Members of the council, who are charged with reaching out to insurgents, aim to visit Islamabad in the next few weeks to make a fresh plea for Pakistan to allow Baradar to return to Kabul as a guest of the Afghan government.

With the United States and its allies due to withdraw the bulk of their combat forces by the end of 2014, pressure is mounting on President Hamid Karzai to start meaningful negotiations with the Taliban and prevent violence spiraling.

But there is no guarantee Pakistan will agree to release Baradar, or that he retains enough influence to play a decisive role.

"We are fully cooperating with Afghanistan in whatever they are asking for the peace process," Pakistan Interior Minister Rehman Malik said in a recent interview.

"For developing peace in Afghanistan, we are giving every kind of help. We have given access."

He did not comment further on the subject.

The Afghan government believes Baradar is more amenable to dialogue than many of his comrades.

In the months before his arrest, Baradar authorized contacts with United Nations representatives to explore the possibility of dialogue, according to former U.N. and Taliban officials.

Afghan officials believe Pakistan detained him as part of a broader strategy to retain a veto over any eventual settlement in Afghanistan.

More cautious voices argue that negotiations will only work if Karzai broadens his strategy of lobbying prominent insurgents to defect into a wider process to address the roots of Afghanistan's conflict.

Pakistan, for its part, will have to radically rethink the terms of its long-standing relationship with the Taliban before it can consider meeting Afghan demands.

Taliban folklore has it that Baradar was present on the day in 1994 when Mullah Mohammed Omar, the Taliban's leader, launched his campaign to cleanse Afghanistan of rapacious warlords by hanging one particularly loathsome militia chief from the barrel of a tank.

Their friendship bolstered Baradar's stature during the Taliban's march on Kabul and its 1996-2001 reign. The Taliban government collapsed after the United States and its allies attacked Afghanistan for harboring al Qaeda leader Osama bin Laden, the architect of the Sept 11, 2001 attacks in New York and Washington.

Baradar would later emerge as Mullah Omar's second-in-command, translating spiritual guidance into orders as the Taliban insurgency gathered strength.

Mullah Omar bestowed him with the nom de guerre "Baradar," which means "brother". Although a ruthless fighter, Baradar had a knack for forging compromise, another trait that appeals to mediators.

Baradar was captured in early 2010 in the Pakistani port city of Karachi in a joint operation between Pakistani intelligence officers and the CIA.

Some argue that more than two years in detention have eroded his sway over an evolving insurgency.

The Haqqani network, which has used havens in Pakistan to launch attacks on Kabul, is showing signs of growing independence from the Taliban hierarchy.

And a blistering campaign of U.S. night raids on Taliban commanders has weakened Mullah Omar's chain of command.

What does seem certain is that Baradar's return would give Karzai's outreach more credibility among Pashtuns, the community that dominates southern and eastern Afghanistan, where the insurgency is strongest.

The captive's mystique is burnished by his status as the highest-ranking Taliban commander to hail from the Popalzai, the same Pashtun sub-group as Karzai.

"If Mullah Baradar joins the government, 80 per cent of the problem with the Taliban will be solved," said Haji Obaidullah Barakzai, a lawmaker from Uruzgan, the southern province where Baradar was born.

KABUL'S SUSPICIONS

Baradar's capture after he authorized his followers to contact U.N. officials has sharpened Kabul's suspicions that Pakistan's military is intent on using its leverage over the insurgents to shape any future settlement.

Pakistan's security establishment backed the Taliban's rise in the mid-1990s as part of its policy of sponsoring Islamist militants as proxies in a struggle with nuclear rival India.

Pakistan joined the U.S. war on terror in 2001 and backed the attack on its former allies in power in Kabul, but, at the same time, maintained unofficial links with the Taliban. Many of its fighters are based in the border regions, where Pakistan's own Pashtun community lives.

Some Western diplomats in Islamabad believe Pakistan's generals are reviewing their relationship with their increasingly troublesome assets. Many of their home-grown militant groups have turned on their former masters. An embarrassing raid on an airbase outside Islamabad on Thursday was only the latest display of the threat they pose.

For now, Pakistan has chosen to hedge. The military has made some moves to facilitate dialogue while avoiding irreversible steps that might diminish its sway over the insurgents.

For example, Pakistani intelligence allowed Taliban envoys to travel to Qatar for talks with US officials late last year. Hopes that the discussions would lead to a confidence-building prisoner exchange have, however, yet to materialize.

Some Afghans detected a further shift in February, interpreting a Pakistani pledge to support dialogue as the country's first admission that it had sheltered the Taliban.

That was followed by the decision to allow Afghan officials to meet Baradar in detention.

Repatriating Baradar would require a much bigger leap of faith. Although Pakistan's relations with the Taliban are poisoned by mistrust, the army will be loathe to sacrifice control as long as Afghanistan's future remains uncertain.

"The question is what the Afghan groups who are currently enjoying the patronage of NATO will do after the withdrawal," said a Pakistani official with experience in Afghanistan. "Are the current crop of Afghan leaders simply going to melt away?"

STRATEGY UNDER FIRE

While Afghan officials portray Pakistan as a recalcitrant partner, Karzai's lack of a coherent strategy may be an even bigger problem.

The Afghan government has focused on luring individual Taliban leaders to abandon the insurgency, rather than laying the groundwork for a more comprehensive peace process that might satisfy the country's many constituencies.

"It's not enough just to bring former Taliban commanders to Kabul," said Haji Mangal Hussain, a former adviser to Karzai. "The most important factor for bringing peace is to improve the quality of the Afghan government."

With Karzai due to step down at elections due by 2014, and his administration steeped in allegations of nepotism, warlordism and corruption, many fear he lacks the legitimacy to serve as guarantor for a viable power-sharing deal.

The Taliban's traditional enemies from northern Afghanistan, who wield considerable power in Kabul, fear Karzai may betray them at the negotiating table and doubt Pakistan will ever abandon its insurgent proxies.

The Taliban is also divided. Mullah Omar, in a message for the Muslim holiday of Eid al-Fitr, assured Afghans on Thursday that he was committed to building an all-inclusive government after foreign forces leave.

Doves in the movement, who doubt their fighters can overrun Kabul, want to start talks now to spare Afghanistan the risk of a new civil war. They risk being drowned out by hardened jihadists who argue that the withdrawal of U.S.-led forces will clear the path to victory.

Against this kaleidoscope of competing factions, Karzai's focus on Baradar has a seductive simplicity. Whether he one day serves as a conduit for talks - or merely as a trophy - will depend largely on the maneuverings of generals, politicians and fighters beyond either man's control.
