Tom Harkin, D-Iowa, speaks to reporters following a rally in support of three Iowa Supreme Court justices who are up for retention votes in the November election, in Des Moines, Iowa. Harkin says he will not seek re-election in 2014, The Associated Press reports Saturday, Jan. 26, 2013. (AP Photo/Charlie Neibergall)

(AP) ? U.S. Sen. Tom Harkin said Saturday he will not seek a sixth term in 2014, a decision that frees a new generation of Iowa Democrats to seek higher office and eases some of the burden Republicans face in retaking the Senate.

Harkin, chairman of an influential Senate committee, announced his decision during an interview with The Associated Press, and said the move could surprise some.

But the 73-year-old cited his age ? he would be 81 at the end of a sixth term ? as a factor in the decision, saying it was time to pass the torch he has held for nearly 30 years.

"I just think it's time for me to step aside," Harkin told the AP.

Harkin, first elected in 1984, ranks 7th in seniority, and 4th among majority Democrats. He is chairman of the health, education, labor and pensions committee, and chairman of the largest appropriations subcommittee.

Harkin has long aligned with the Senate's more liberal members, and his signature legislative accomplishment is the 1990 Americans with Disabilities Act. He also served as a key salesman of President Barack Obama's 2010 health care bill to the wary left.

"I'm not saying that giving this up and walking away is easy. It's very tough," Harkin said at his rural Iowa home south of Des Moines. "But I'm not quitting today. I'm not passing the torch sitting down."

Harkin's news defied outward signals. Besides being beloved in his party, Harkin has $2.7 million in his campaign war chest, second most among members nearing the end of their terms, and was planning a gala fundraiser in Washington, D.C., next month featuring pop star Lady Gaga.

Although members of his family have been diagnosed with cancer, Harkin said his health is good ? and reported a recent positive colonoscopy. But he said "you never know," and that he wanted to travel and spend his retirement with his wife Ruth "before it's too late."

He also nodded to his political longevity: "The effect of that cascades down and it opens a lot of doors of opportunity" for future candidates, he said.

Indeed, the news creates a rare open Senate seat Iowa. Harkin, Iowa's junior senator, is outranked by Sen. Charles Grassley, who has held the state's other seat since 1980.

Attention will turn immediately to U.S. Rep. Bruce Braley, a fourth-term Democrat from Waterloo, long mentioned as a possible Harkin successor. Braley, who was traveling in Iowa on Saturday, did not immediately return requests by the AP for comments beyond an emailed news statement calling Harkin a "mentor" and "progressive force" who leaves "a legacy few will ever match."

Harkin held open the possibility of endorsing a Democrat before the party's primary if the candidate fit the profile of "someone who is progressive, who is a pragmatic progressive."

Although no Republicans have stepped forward, Harkin's news gives the GOP's private huddles new life.

"There are lots of conversations, but it's very early still," said Nick Ryan, an Iowa Republican campaign fundraiser.

U.S. Rep. Tom Latham of Clive is a seasoned Republican congressman, a veteran appropriations committee member and a robust fundraiser who has survived challenges to win 10 consecutive terms. Aides to Latham declined to comment beyond issuing a statement saying the congressman "respects Sen. Harkin's decision (and) looks forward to continuing to work with him."

But with opening a door in Iowa, Harkin has created a potential headache for his party nationally.

Democrats likely would have had the edge in 2014 with the seat, considering Harkin's fundraising prowess and healthy approval. A poll by the Des Moines Register taken last fall showed a majority of Iowans approved of his job performance.

Democrats hold a 55-45 advantage in the Senate, requiring Republicans to gain six seats to win back the chamber. But Democrats have more seats to defend in 2014_20 compared to only 13 for Republicans.

And the president's party historically loses seats in the midterm elections after his re-election.

Seats in other states will be tough for Democrats to hold onto. In GOP-leaning West Virginia, five-term Democratic Sen. Jay Rockefeller recently announced he would not seek re-election.

Democratic incumbents also face tough re-election races in Arkansas, Louisiana, Montana, North Carolina and Alaska ? all states carried by Republican presidential nominee Mitt Romney in November's presidential election.

Since then, Harkin has stepped up his role as one of the Senate's leading liberal populists.

He was a vocal opponent late last year of President Barack Obama's concession to lift the income threshold for higher taxes to avoid the so-called fiscal cliff. Harkin instead supported raising taxes on all earners making more than $250,000 a year.

He also endorsed Obama's call for banning assault rifles and larger ammunition magazines in the wake of the Connecticut school shooting last month

Despite Harkin's strong political position, he has faced questions about his and his wife Ruth's role in developing a namesake policy institute at Iowa State University, Harkin's alma mater. The Harkins and their supporters have been pushing for the institute to house papers highlighting his signature achievements, including the ADA and shaping farm policy as the former chairman of the agriculture committee.

Harkin has avoided questions about fundraising for the institute after disclosure reports showed some of its largest donors are firms that have benefited from his policies.

Harkin dismissed that those questions had any bearing on his decision.

Secret Painting in Rembrandt Masterpiece Coming into View

Scientists may be one step closer to revealing a hidden portrait behind a 380-year-old Rembrandt painting.

The masterpiece, "Old Man in Military Costume" by Dutch painter Rembrant Harmenszoon van Rijn, resides at the J. Paul Getty Museum in Los Angeles. Scientists had noticed the painting bears faint traces of another portrait beneath its surface. Researchers had previously probed the painting with infrared, neutron and conventional X-ray methods, but could not see the behind the top coat, largely because Rembrandt used the same paint (with the same chemical composition) for the underpainting and the final version.

New studies with more sophisticated X-ray techniques that can parse through the painting's layers give art historians hope that they may finally get to see who is depicted in the secret image.

"Our experiments demonstrate a possibility of how to reveal much of the hidden picture," Matthias Alfeld from the University of Antwerp said in a statement. "Compared to other techniques, the X-ray investigation we tested is currently the best method to look underneath the original painting."

Alfeld and an international team used macro X-ray fluorescence analysis to examine a mock-up of Rembrandt's original, created by museum intern Andrea Sartorius, who used paints with the same chemical composition as those used by the Dutch master. Sartorius painted one portrait on the canvas and then an imitation of "Old Man in Military Costume" on top. [In Photos: Looking for a Hidden Painting]

When bombarded with these high-energy X-rays, light is absorbed and emitted from different pigments in different ways. The scientists targeted four elements of the paint to fluoresce, including calcium, iron, mercury and lead, and got much better impressions of the hidden painting in the mock-up than they were able to before.

"The successful completion of these preliminary investigations on the mock-up painting was an important first step," Karen Trentelman, of the Getty Conservation Institute, said in a statement. "The results of these studies will enable us determine the best possible approach to employ in our planned upcoming study of the real Rembrandt painting."

This isn't the first time scientists have delved into Rembrandt's paintings. Previous research revealed why his art possesses such calming beauty, finding the artist may have pioneered a technique that guides the viewer's gaze around a portrait, creating a special narrative and "calmer" viewing experience. ?Essentially, the researchers found Rembrandt painted more detail in and around the eyes of his subjects, tapping into an innate human attraction to the face.

"Toy's House" stars Nick Robinson, Gabriel Basso, Moises Arias, Nick Offerman, Megan Mullally, Alison Brie, Mary Lynn Rajskub, Erin Moriarty, Marc Evan Jackson, Thomas Middleditch and Tony Hale. It follows three teenage boys (Robinson, Basso and Arias) as they head into the wilderness with a plan to build a house and live off the land.

"'Toy's House' couldn't have found a better home than with CBS Films," Vogt-Roberts said in a statement. "We set out to make a comedy that was hilarious and full of heart -- but most importantly we set out to make a comedy that was engaging. CBS Films is so passionate about this movie and share my thoughts that comedy can be poignant and beautiful. The response at Sundance has been overwhelming and I can't wait for CBS Films to share 'Toy's House' with audiences everywhere."

Scott Shooman who negotiated on behalf of CBS Films said, "While comparisons to movies like 'Stand By Me' and 'The Goonies' are inevitable, we found 'Toy's House' to be a fresh, funny and heartwarming story that is a loving throwback for a new generation."

Clinton more popular than Biden ... are we talking 2016 already?

Of two potential Democratic successors to Barack Obama, one has a clear advantage in personal popularity: Hillary Clinton, whose favorability rating exceeds Joe Biden's by a hefty 19 percentage points in the latest ABC News/Washington Post poll.

Clinton, set to testify before Congress today about the Benghazi attack, appears undamaged by the security failure that led to the death of the U.S. ambassador to Libya: Sixty-seven percent of Americans see her favorably overall, numerically a new high in her long career in the public spotlight, and essentially unchanged in recent months.

See PDF with full results, charts and tables here. Biden, for his part, is seen favorably by many fewer Americans, 48 percent, vs. 37 percent unfavorable. That's a slight improvement over his break-even rating this summer during the presidential campaign, but worse than the consistent majority positive ratings he received immediately preceding and following the 2008 campaign.

The outgoing secretary of state also outperforms the vice president in intensity of sentiment in this poll, produced for ABC by Langer Research Associates. More than twice as many Americans see Clinton "strongly" favorably than strongly unfavorably - 35 vs. 14 percent - while Biden breaks even, 22 vs. 23 percent, in this measure.

Not only the visibility of Clinton's job as the country's top diplomat, but also its relative distance from the political battles in Washington, likely have benefited her image. Biden's position as vice president carries greater risk, given his closer proximity to the political fray. His reputation for sometimes controversial off-the-cuff comments likewise may have done him some harm.

Clinton also shapes up well against prominent Republicans, as measured in polling last summer. Sen. Marco Rubio (R-FL) was largely unknown; Jeb Bush, former governor of Florida, was underwater, 36-45 percent favorable-unfavorable; and the public divided essentially evenly on Rep. Paul Ryan (R-WI), the 2012 GOP nominee for vice president.

GROUPS - Clinton is more popular than Biden across groups - notably, in partisan terms, among independents. She's seen more favorably than the vice president by 13 and 17 points among Democrats and Republicans, respectively, but by 23 points among independents, 65 percent vs. 42 percent for Biden. This gap reflects both more negative opinions of Biden and greater indecision about him.

Clinton's intensity advantage is apparent among partisans as well. Six in 10 of her own party's supporters see her strongly favorably, while 44 percent say so of Biden. Among Republicans, more have a strongly negative opinion of Biden than Clinton, 45 vs. 32 percent. And among independents, strongly positive views of Clinton outnumber intensely negative ones by 2-1, while for Biden, it's reversed.

Clinton's popularity surplus over Biden tops out among Hispanics (29 points, 73 vs. 44 percent favorable) in large part because many more have no opinion of Biden. By contrast, both are broadly popular among blacks - 83 and 79 percent, respectively. Clinton outdistances Biden by the same amount among whites as she does overall.

Notably, no gender gap is apparent: Both possible 2016 competitors do better among women than men - and Clinton outscores Biden by essentially the same amount among both sexes. And finally, for the record: Neither has expressed an intention actually to run for president.

METHODOLOGY - This ABC News/Washington Post poll was conducted by landline and cell phone Jan. 16-20, 2013, among a random national sample of 1,033 adults. Results have a margin of sampling error of 3.5 points. The survey was produced for ABC News by Langer Research Associates of New York, N.Y., with sampling, data collection and tabulation by SSRS/Social Science Research Solutions of Media, Pa.

Rosario Dawson to play detective in "Queen of the Night"

LOS ANGELES (TheWrap.com) - Rosario Dawson will star opposite Ryan Reynolds in "Queen of the Night."

The thriller is directed by Atom Egoyan, the Canadian filmmaker behind "The Sweet Hereafter" and "Exotica." It centers on the father of an abducted child (Reynolds), who becomes convinced that his daughter is still alive even though she has been missing for years. Dawson will play a detective who becomes involved in the case.

Egoyan came up with the story and wrote the screenplay with David Fraser. Shooting will begin in February in Ontario, so Dawson is probably going to want to pack some snow boots.

Other members of the cast include Scott Speedman ("Last Resort") and Mireille Enos ("The Killing").

Dawson is currently filming "Sin City: A Dame To Kill For" and will soon be seen in Diego Luna's biopic "Chavez" with Michael Pena and America Ferrera, as well as Danny Boyle's thriller "Trance" with James McAvoy.

The film will be distributed in Canada by Entertainment One (eOne), which will also handle international sales.

Cats eradicated as pets in New Zealand?

(STUFF) ? Some scientists are backing Gareth Morgan?s campaign to control cats in order to protect native species, but say more also needs to be done to counter other predators.

Morgan, a philanthropist and economist, launched the Cats to Go website yesterday, which calls for the eradication of the ?friendly neighbourhood serial killer?.

Killing cats was an option, but cat owners should also control their pets in order to protect native species, the website said.

University of Otago senior lecturer in zoology, Dr Yolanda van Heezik, supported Morgan?s campaign, saying his proposals were reasonable and would prove effective.

?Consider using a collar with a bell: our research has shown they reduced catch by 50 per cent,? van Heezik said.

PFT: Study finds CTE in living former players

richgannonbucsGetty Images

Former Raiders quarterback Rich Gannon does not agree with his old teammate Tim Brown about coach Bill Callahan sabotaging the team in their Super Bowl loss to the Buccaneers.

Gannon said on SiriusXM NFL Radio that he believes Callahan coached to win in Super Bowl XXXVII, when the Bucs beat the Raiders 48-21.

?In terms of Bill Callahan, let me just say this: He was a good football coach, he was a good man,? Gannon said. ?We all wanted to win.?

Gannon made clear that he likes and respects Brown, but he doesn?t accept Brown?s version of events, which is that Callahan ?hated the Raiders so much that he would sabotage the Super Bowl.?

So why did the Raiders only run the ball 11 times while throwing 44 passes in that game? Brown says Callahan changed the game plan at the last minute, leaving the Raiders ill-prepared. But Gannon says the pass-heavy play calling happened mostly because the Raiders fell behind early and trailed 20-3 by halftime.

?I think what happened was that we came out and tried to run the football early in that game, we didn?t have a lot of success,? Gannon said. ?We fell behind in the game and at that point we started throwing the ball too much.?

Considering that the Raiders gained only 19 yards on their 11 runs, that theory seems more plausible than Brown?s bizarre belief that Callahan would put in all the work necessary to lead his team to the Super Bowl and then purposely sabotage his team by changing the game plan at the last minute.

?I don?t know that the game plan really changed,? Gannon said.

Where Gannon did acknowledge the Raiders? coaches screwed up was in not changing up the terminology they used for calls at the line of scrimmage. Jon Gruden had coached the Raiders for the four previous seasons before coaching against them in the Super Bowl, and Gannon says Callahan hadn?t changed any of the terminology the Raiders used on offense. As a result, Gruden had taught the Bucs the Raiders? calls, and the Bucs knew what was coming when Gannon barked out his signals at the line of scrimmage.

?So much of our verbiage and terminology was a carryover from what Jon Gruden had installed in terms of our run checks, and so we were calling certain plays and guys like Warren Sapp and Derrick Brooks were calling out the runs,? Gannon said. ?So it kind of took us out of our no-huddle plan at the line of scrimmage.?

Failing to change the terminology so that the opposing coach wouldn?t know it was a huge gaffe by Callahan, and it?s completely reasonable to criticize him for that. But saying he made a stupid mistake in his preparation for the Super Bowl is a long way from saying he actually wanted to lose the Super Bowl.

That was nine months and 16 days ago, and now Scott is absolutely unfit for duty. But then he meets his new partner, Maggie, who is not doing so well, either. Maggie is a very special German shepherd?one who survived three tours in Iraq and Afghanistan sniffing explosives before she lost her handler to an IED and sniper attack. (AP) ? President Barack Obama was sworn in for four more years Sunday in a simple ceremony at the White House, embarking on a second-term quest to restore a still-shaky economy and combat terrorists overseas while swearing an age-old oath to "preserve, protect and defend" the Constitution.

"I did it," a smiling president said to his daughter Sasha seconds after following Chief Justice John Roberts in reciting the oath of office. First lady Michelle Obama and the couple's other daughter, Malia, were among relatives who bore witness.

The quiet moments were prelude to Monday's public inaugural events when Obama and Vice President Joe Biden will be sworn in on the steps of the U.S. Capitol before a crowd expected to reach into the hundreds of thousands and a television audience counted in the millions.

The trappings were in place ? the flag-draped stands ready outside the Capitol and the tables set inside for a traditional lunch with lawmakers. Across town, a specially made reviewing stand rested outside the White House gates for the president and guests to watch the traditional parade down Pennsylvania Avenue.

A crowd of perhaps 800,000 was forecast, less than the million-plus that thronged to the nation's capital four years ago to witness the inauguration of the first black president in American history.

The weather forecast was encouraging, to a point. High temperatures were predicted for the lower 40s during the day, with scattered snow showers during the evening, when two inaugural balls closed out the official proceedings.

The 44th chief executive is only the 17th to win re-election, and his second-term goals are ambitious for a country where sharp political differences have produced gridlocked government in recent years.

Restoration of the economy to full strength and pressing the worldwide campaign against terrorists sit atop the agenda. He also wants to reduce federal deficits and win immigration and gun control legislation from Congress, where Republicans control the House.

If he needed a reminder of the challenges he faces, he got one from half-way around the globe. An Algerian security official disclosed the discovery of 25 additional bodies at a gas plant where radical Islamists last week took dozens of foreign workers hostage.

In Washington, tourists strolled leisurely on an unseasonably warm day.

"I'm very proud of him and what he's trying to do for immigration, women's rights, what they call 'Obamacare,' and concerns for the middle class," said Patricia Merritt, a retired educator from San Antonio, in town with her daughter and granddaughter to see the inauguration and parade as well as historic sites. "I think he's more disrespected than any other president," she added, referring to his critics.

Sean Payton, an operations analyst from Highland Ranch, Colo., said he hoped to hear "a nice eloquent speech that makes people feel good about being an American."

Republicans lent a touch of bipartisanship to the weekend.

"We always want any president to succeed, to do well, that means America does well and Americans do well," Sen. John Barrasso of Wyoming said on CNN's "State of the Union."

Obama took the oath in the White House Blue Room where portraits of Presidents John Adams, Thomas Jefferson, James Madison and John Tyler grace the walls. He placed a hand on a Bible held by his wife. His daughters stood nearby.

The nation's political divisions seemed scarcely to intrude as Obama, a Democrat, shook hands with Roberts, a Republican appointee, in a rite that renews American democracy every four years. Unlike four years ago, when Roberts stumbled verbally, the chief justice recited the oath without error.

Before the swearing-in, the president listened from a second-row pew at the 175-year-old Metropolitan African Methodist Episcopal Church as the Rev. Jonathan V. Newman asked God's blessing for the him and his family. "But also prepare him for battle ... because sometimes enemies insist on doing it the hard way," he said.

Like Obama, Biden began his day early. He attended Catholic Mass at his official residence at the U.S. Naval Observatory a few miles from the White House. Justice Sonia Sotomayor, the first Hispanic justice and an Obama appointee, administered the oath of office.

Biden then joined Obama at the cemetery, where the two men placed a wreath at the Tomb of the Unknowns and observed a moment of silence as a bugler sounded "Taps."

The House That Experts Claim Baby Boomers Would Like | Life ...

Seniors today are buying different homes intended to last them till their dying days. Most of these homes that the baby boomers are looking for don?t have the high-tech 21st century gadgetry as you would expect.

This new kind of house is all about energy efficiency, ease and comfort and strength. It is developed to tolerate hurricanes and earthquakes, as well as hold back wind, snow, rain, sun and fire. At any hour, this kind of home will provide fresh air, as well as complete comfort. It will handle the temperatures in the Canadian North, and simultaneously deal with hurricanes in Florida. The floor surfaces really are heated by body temperature and the walls are airtight steel-reinforced concrete cubes that are filled with three inches of styrofoam insulation. There is a series of pipes that will be positioned five feet underground to pipe in fresh air. The? effective Low-E Argon windows do not need to be open mainly because the pipes provide cool air during the summer months and warm air during the winter months.

24 / 7 fresh air is going to enter the home, stringently controlled and filtered. This model type could help you save as much as 11% over traditional heating systems. Many residences today have lots of the technology that will be used in this luxury home of the future. It will include tank-less water heater, radiant heating floors, as well as insulated concrete forms. A lot of safeguard is supplied by the steel strengthened walls for hurricanes, tornadoes, and earthquakes, in addition to fire and wind resistance. You should slumber peacefully by the thickness of the walls, muffling police sirens and traffic noises.

You won?t encounter any kind of floor squeaks, drafts or rattling windows. Energy cost benefits and high comfort levels are there because of the insulated concrete forms. Based upon the style of the home and the size of the windows, there could be between 35% and 60% savings on energy. You will continually have hot water at will using a tank-less water heater. This kind of device can save a little money as well as provide convenience. It is an simple home to integrate a total system for using solar energy, allowing you to have full independence from the energy grid.

Bosch Lawn Mowers ?Because of the cost of a conventional wood framed house, this one would be approximately 10% more, but with the added comfort, and security, along with long-term savings why would anyone chose a different type of home.? Should you be looking to get a new home, think about getting this type of house and consider if it is worth your while.

Japan Facing Debt Default Risk

Market Brief

The risk sentiment was mixed on the Asian trading session, amid Japanese Economy Minister Amari said that the nation faces risks from the excessive Yen decline, and Fujimaki warned of a debt default within five years to weaken the Yen up to 400-500 Yen vs. USD. Fujimaki stated ?Large-scale spending is ridiculous given the amount of debt Japan has accumulated? and added that ?Abe?s policies would have worked some 10 years ago, but now they will only accelerate an economic collapse?. Japan also released y/y M2 and M3 stocks, higher than the expectations (M2 y/y actual 2.6%, vs. 2.1% exp. & prior, M3 y/y actual 2.2%, vs. 1.9% exp. & prior). In reaction, USDJPY collapsed to 88.63 (nearly 90 pips), before then consolidating gains from last Friday (Jan 11th), while EURJPY and GBPJPY slipped down to 118.39 and 142.480 respectively. The Nikkei 225 advanced 0.72% and Shanghai?s composite added 0.56% (failing to seriously extend yesterday?s upwards surge), Hang Seng index lost 0.56%, while Kospi and Taiex fell by 1.16% and 0.75%. In US, the stock futures slumped amid Treasury Secretary Geithner comments that the Government borrowing limits may be breached as early as next month unless Congress raises the debt ceiling. The S&P futures lost 0.19%, while Dow Jones and Nasdaq futures slipped down by 0.13 and 0.17% respectively. In the Euro-Zone, the German CPI came in line with the expectations, while the y/y GDP decreased to 0.8%, the lowest since 2005. EURUSD wrote of yesterday?s gains, while EURCHF hit 1.23850-high overnight. Gold advanced to 1,676.71, while silver crossed over 31.20 for the first time since Jan. 2th. Today?s focus is on the UK m/m and y/y PPI Output, UK m/m and y/y CPI, UK m/m and y/y RPI, Euro-Zone November Trade Balance, US January Empire Manufacturing, US December Advance Retail Sales, US m/m and y/y Producer Price Index, and PPI ex-Food and Energy.

Russian Princess Kristina Kovalenko Puts NYC ... - AOL Real Estate

Kristina Kovalenko's condo in New York

Kristina Kovalenko, princess of the tiny Russian republic of Kabardino-Balkaria (don't worry, it's not just you; we've never heard of it either), sure knows how to live like royalty in America. She's just put her posh New York City condo on the market, and it's worth every penny of the $8 million asking price.

Kristina Kovalenko, Michael NouriWell, Kovalenko hopes it is, anyway, because she bought the glam pad for only $4.2 million in 2009 -- so she'd be turning quite the profit, The New York Observer reported. The location doesn't hurt the inflated price: Kovalenko's "palace" is just a half-block from Central Park, a coveted locale that all New Yorkers would kill for.

Let's go inside, shall we? Though Kovalenko (pictured at left with actor Michael Nouri) bought the home as a four-bedroom condo, she transformed one of the bedrooms into a walk-in closet (collective sigh and hurling of jealousy-fueled insults). The gigantic, "dramatic" living room off a gallery entry foyer gets astounding view of Manhattan. The master bedroom has a gas fireplace and marble en suite bathroom. Juliet balconies adorn the outside of the home. There's a chef's kitchen, hardwood floors, barrel vaulted ceilings, and the home is steps away from NYC's famous Lincoln Center.

We can't talk about this anymore, it hurts us. Natalia Gavrilov of Douglas Elliman Real Estate has the listing.

Connecticut Juvenile Court and DCF - what can happen ...

Some DCF Investigations?result in DCF filing Neglect Petitions requiring the parents having to appear in Juvenile Court.?

In the most urgent of cases,?DCF will request that the judge remove the children immediately and award DCF temporary custody.? For a judge to issue an Order of Temporary Custody (OTC), there must be a finding that the child needs immediate protection.? If the OTC is granted, DCF will usually place the child in foster care unless a suitable relative is available.

If DCF cannot prove at least one of the allegations, the Neglect Petition will eventually be either?withdrawn by DCF?or dismissed by a judge.

For those cases in which DCF can establish one or more of their claims, the Neglect Petition will play out in one of the following ways:

Protective Supervision.? The child continues to live with the parents or guardians but DCF has court-imposed oversight over the family for a specified period of time.? The parents are provided with Specific Steps,?which set forth what is expected of them to retain custody and ultimately have the case end.

Commitment.? DCF becomes the child's legal guardian.? The child's residence is determined by DCF.

Transfer of guardianship.? A third party (not DCF) becomes the child's legal guardian.? The judge must make a finding that the proposed guardian is suitable and worthy to assume the role of guardian.? Ordinarily, the guardian is relative but?there are some instances where a non-relative assumes guardianship.

Greece: Shots fired at ruling party HQ

ATHENS, Greece (AP) ? A gunman fired a spray of bullets at the headquarters of Greece's governing center-right New Democracy party near central Athens early Monday, with one hitting an office occasionally used by the prime minister, officials said. No one was hurt.

A government spokesman said the shooting was part of an effort to "terrorize" Greek society, which is struggling through its worst financial crisis in two generations amid a drastic fall in living standards and a record rise in unemployment.

Police cordoned off the area where unknown gunman shot at least nine automatic rifle rounds at the building on the capital's busy Syngrou Avenue, south of the city center.

No group claimed responsibility for the pre-dawn attack, which follows a renewed wave of low-scale politically motivated violence by small anarchist and far-left militants.

The belt-tightening, amid widespread disgust with an incompetent and often corrupt political establishment blamed for the country's woes, has boosted extremists both to the left and right of the political spectrum. A fringe ultra-right group accused of fostering violent attacks on dark-skinned immigrants is represented in Parliament and regularly polls as the country's third most popular party.

All political parties condemned Monday's attack.

"No act of terrorism is going to scare us," said Makis Voridis, a spokesman for New Democracy. "Our efforts to restore law and order ... will continue unobstructed."

His comments appeared to be a reference to recent police evacuations of anarchist squats in Athens, which triggered a series of firebomb attacks on journalists' homes, local branches of parties in Greece's governing coalition and cash machines.

Government spokesman Simos Kedikoglou said a "symbolic" bullet went through the window of the office used occasionally by Prime Minister Antonis Samaras and was found inside the room.

"There is a new worrying increase in efforts to terrorize our society," Kedikoglou said.

No party officials were in the building at the time. The official prime minister's office is at another building in central Athens, where he spends most of his time.

"Of course there could have been (victims). There could have been a cleaner in the prime minister's office or a security guard at the site," Kedikoglou said.

Police said the attacker was believed to have had at least one accomplice, while experts were examining a car found abandoned and burned near the scene. The anti-terrorism squad is heading the investigation.

New Democracy heads a three-party coalition government formed after elections in June and is leading Greece's painful economic recovery effort to cut its high public debt and budget deficit through deeply resented spending cuts and tax hikes.

The austerity measures were demanded by international creditors in exchange for the vital bailout loans that have shielded Greece from bankruptcy since May 2010.

For decades, Greece was plagued by deadly far-left political violence that targeted police, government officials, businessmen and financial institutions. But the toughest groups were eradicated in a crackdown just before the 2004 Athens Olympics, and over the past three years authorities have arrested more than two dozen people over attacks by militant anarchists that caused extensive damage but no loss of life.

After authorities cleared two squats in Athens last week, the homes of five prominent journalists were firebombed. The attacks were claimed by small anarchist groups that accused their targets of serving the establishment.

Over the weekend, arsonists targeted the home of the brother of government spokesman Kedikoglou. The unknown attackers broke down the door with a sledgehammer and threw in a firebomb that exploded without causing injury.

The best approach to detecting cervical cancer in HIV-positive women living in research limited countries such as those in Sub-Saharan Africa combines commonly used testing methods tailored to local levels of development and medical infrastructure, according to a study by researchers from and the University of Witwatersrand in South Africa and the University of North Carolina.

The research evaluated the effectiveness of three commonly used screening methods the pap smear, human papillomavirus testing (HPV) and visual inspection of the cervix with acetic acid (VIA) among 1,202 South African women tested over a period between 2009 and 2011. Led by Cynthia Firnhaber, MD, associate professor of medicine at the University of Witwatersrand and Jennifer Smith, PhD, research associate professor at UNC and member of UNC Lineberger Cancer Center, the study findings were published by PLOS ONE on Jan. 11, 2013.

Invasive cervical cancer is the third most common cancer worldwide in women, and HIV-positive women are at an increased risk for acquiring the disease. In areas such as Africa where HIV infection has become endemic, access to health services greatly increases the chance of detection and survival. Cervical cancer, which is completely preventable, is the leading cause of cancer death in women from Sub-Saharan Africa.

In its earliest stages, invasive cervical cancer begins as pre-cancerous lesions on the cervix known as cervical intraepithelial neoplasia (CIN). Graded on a scale from 1 to 3 by severity, the lesions can take years to progress to an invasive cancer, allowing a large window for screening to be effective and benign legions to be removed.

As stand-alone tests for high-grade CIN, HPV testing proved most sensitive with a 92 percent overall sensitivity, followed by pap smears (76 percent) and VIA (65.5 percent with nurse interpretation rising to 76 percent with physician review). However the specificity of HPV was reduced compared to Pap smears and VIA.

As each of the tests were viable for detecting cervical lesions, the study's authors determined that the decision on which to use must depend on factors such as cost, patient population, availability of skilled medical technicians and laboratory capacity. Using these factors, nations can evaluate which approach will work better for their particular setting, with some benefiting from a mixed approach in different geographical regions within a single country.

"No screening system is perfect and of course we want the best system but the definition of the best and most effective system may vary by the capacity and resources of a location. At present many women are not being screened at all in resource limited countries. We need to be flexible in our approaches to screening so we can reduce the rates of a completely preventable cancer in these countries," said Dr. Firnhaber.

(AP) ? The Atlanta Falcons called on a pair of Matty Ices to turn back the greatest comeback in NFL playoff history.

After the top-seeded Falcons squandered a 20-point lead in the fourth quarter, Matt Ryan completed two long passes and Matt Bryant kicked a 49-yard field goal with 8 seconds to give Atlanta a stunning 30-28 victory over Russell Wilson and the gutty Seattle Seahawks in an NFC divisional playoff game Sunday.

The Falcons (14-3) overcame their reputation for choking in the playoffs, winning their first postseason game since 2004. They'll host San Francisco in the NFC championship game next Sunday with a trip to the Super Bowl on the line.

Wilson threw two touchdown passes and ran for another, doing all he could to make the Seahawks (12-6) the first playoff team ever to rally from such a daunting deficit in the final period. Marshawn Lynch appeared to have locked it up for Seattle when he scored on a 2-yard run with 31 seconds left for a 28-27 lead.

But the Seahawks' defense, which is one of the NFL's best and had totally stymied the Falcons in the fourth, went to a softer coverage and got burned. The Falcons had just enough time to pull off a comeback of their own.

Ryan, shaking off the struggles in his first three playoff appearances, hooked up with Harry Douglas on a 29-yard pass in front of the Falcons bench, and coach Mike Smith quickly signaled a timeout. Then, Ryan went down the middle to his favorite target, tight end Tony Gonzalez, a Hall of Famer-to-be playing what could've been his final game.

Gonzalez hauled in the 19-yard throw, and Smith called his final timeout with 13 seconds remaining. Instead of risking another play and having the clock run out, he sent Bryant in for the field goal try.

The Seahawks called time just before the ball was snapped, and Bryant's kick sailed right of the upright. That turned out to be nothing more than practice. The next one was right down the middle, giving the Falcons a stunning victory. Bryant took off toward the Falcons logo in the middle of the field, pumping his right fist before he was mobbed by his teammates.

"Wow," Smith said.

Wilson finished with 385 yards passing and did all he could to lead the Seahawks back from a 27-7 deficit entering the final quarter. When Lynch powered over, the ball breaking the goal line just before it squirted from his arms, Seattle celebrated like it had won its second straight playoff game on the road, having already taken care of Robert Griffiin III and the Washington Redskins.

Not so fast.

Ryan and Bryant led the Falcons back.

"Our quarterback is a special player," Smith said. "They call him Matty Ice, but I feel like we've got two Matty Ices. There's Matty Ice Ryan and Matty Ice Bryant."

Wilson's last throw, a desperation heave into the end zone, was intercepted by Falcons receiver Julio Jones.

Gonzalez, who had never won a playoff game in his 16-year career, broke down in tears after Bryant's kick went through the uprights.

"I've never cried after a win," said Gonzalez, who has stated repeatedly that he's "95 percent" sure this is his final year. "I was thinking, 'Here we go again. I guess it wasn't meant to be.'"

It was.

The Falcons won the first playoff game of the Ryan era, having gone one-and-done in his previous appearances to give the team ? and its quarterback ? a reputation for excelling in the regular season but choking in the postseason. Not anymore. Atlanta is one win away from the second Super Bowl appearance in franchise history.

Ryan threw three touchdown passes and overcame two interceptions, finishing 24 of 35 for a personal-best 250 yards in the postseason. He threw a 1-yard touchdown pass to Gonzalez, a 47-yarder to Roddy White and a 5-yarder to Snelling, the latter with 2:11 left in the third quarter to give the Falcons a seemingly commanding lead.

No team had ever rallied from a 20-point deficit in the fourth quarter of a playoff game. Wilson nearly pulled it off, running 1 yard for a touchdown to make it 27-14, then going to Zach Miller on a 3-yard touchdown pass that closed the gap to 27-21.

Finally, taking over at his own 39 after an Atlanta punt, Wilson completed three passes for 50 yards, the last of them a short throw to Lynch that went all the way to the Falcons 3 after the quarterback spun away from rushing Atlanta linebacker Sean Weatherspoon.

The Seahawks, though, will spend the offseason kicking themselves for that last Falcons' drive, and for squandering two scoring chances in the first half.

On fourth-and-1 at the Atlanta 11, Seattle passed on a field goal and a chance to give the ball to Lynch, their beast of a back. Fullback Michael Robinson took the handoff and was stuffed for a 1-yard loss by safety William Moore.

Then, with the clock winding down before halftime, Seattle used up all its timeouts and wound up regretting it when Wilson was sacked by Jonathan Babineaux at the Atlanta 20. Time ran out before the Seahawks could get off another play, sending Atlanta to the locker room with a 20-0 lead.

Bryant also connected on field goals of 37 and 39 yards in the first half.

Internet Advertising Help-Use Your Popular Search Engines ...

Have you been trying to break into the online world of business and need internet advertising help? You?re not alone. Although many small businesses realize the importance of the internet, they often do not take advantage of what Google, Yahoo, Bing and other search engines have to offer. And many people don?t even know what Google Maps is all about ? but this is essential if you own a brick and mortar business. Similar services exist in Bing and Yahoo too.

These are just some of the many internet advertising places. There are many other venues that you can use to promote your business, products and services:

1. Article Directories and Content Sites. Registering with Ezine Articles (and the hundreds of other article directories), Hub Pages and Squidoo is completely free. Your goal with these sites is to create informative articles about your products/services and publish them here. Doing this will earn you credibility, expert status and possibly higer ranking in the search engines once you start bringing in traffic to your site.

2. Search Engine Pay Per Click Platforms: All of the major search engines and many other search engines offer the possibility for you to advertise on their sites and some of the most sophisticated internet advertising help. It works like this. . .you place an ad based on some keywords that are relevent to your business, products or services. All of the search engines give you free tools that you can use to find the keywords that you want to target. You will bid on each keyword that you advertise and the search engines will also help you to identify what your bid should be. Once you have placed your ad, whenever anyone types in the keyword that you targeted into that search engine, your ad will come up. Where it appears depends on how high you placed your bid and how relevent your ad is to the keywords that you specified.

3. Ezine Advertising. Advertising in online magazines, called ezines, is another very effective way to get started with internet advertising. As with all of your advertising efforts, this requires some research on your part. Your goal is to find an ezine which fits your target market and advertsing budget.
