General comments

The submitted article provides an account of the difficult times education in Tanzania is going through. In particular, it describes the decline in academic performance, with and emphasis on secondary school students. Although this is a topic which is recurrently addressed in the literature, it is always of interest given the importance for all countries of improving the opportunities to access to education, as well as improving qualitatively and quantitatively the educational quality of a country?s educational system.
Yet, the presentation and discussion of results presented in the aricle is too superficial. The fact that a study is defined as descriptive does not imply that it is simply sufficient to transfer numeric data in tables to written language in the body of the text. It is necessary to give substance to the descriptive analysis through the use of conceptual and theoretical elements that need to be previously worked out in the paper. It is essential to remember that theoretical elements should be considered tools for the interpretation of the data extracted from the social world.

Suggestions

The suggestions outlined below focus on the following issues: 1) context of the study 2) theoretical aspects, 3) methodological decisions and 4) presentation of results and conclusions.

1) At the level of context: The information that is presented should be elaborated and this would contribute to make the text much more comprehensible. For example, more should be said about the distinction between the types of secondary schools that is mention in the paper or about the teacher development programs to which are discussed.

(2) At a conceptual theoretical level: I think it is important to developing some concepts, especially those referred to the quality of the educational system and the opportunity structure present in society. This should be done paying particular attention to access to formal education, since these are the concepts that would develop the analysis of the data provided.

(3) At a methodological level: There are some deficiencies that can be solved by paying more attention to aspects of internal coherence of the research design. A first issue is related to sampling procedures, not explicit criteria is presented to definition of the study population or the sample size and the paper only presents the mechanisms used to select samples. As regards the type of study that is presented in the paper, the author argues that it is a study with a descriptive aim, however, the results that are presented are oriented towards ?factors which lead, to a greater or lesser extent, to the decrease in academic performance of the students?, thus in effect a causal logic prevails.

(4) At the level of the presentation and discussion of results and the conclusions of the study: Despite the descriptive goal of the paper, all effort is (discursively) aimed at proposing the existence of factors which explain the decline in the academic performance of students in recent years. From my perspective, the information on which the conclusions draw does not do allow to do this; in other words, conclusions and presented results do arise directly from the data that was collected. This question of internal coherence should be reviewed.

Final assessment

Although the main topic of the article is of permanent interest, it is also very important to address the aspects outlined above. In the current version I would not recommended the publication of the article. I would suggest a substantial revision which paid special attention to the conceptual and theoretical aspects and the issues internal coherence of the study presented above (approach goals, conceptual aspects, methodology, results, conclusions).

Advances in technology have also played a role in the travel industry?s gains.? As consumers increasingly use the internet to arrange their trips their costs go down, encouraging them to travel more frequently. Savvy corporations have seized upon this convenience, giving travellers greater control over their own arrangements and making it simpler for them to find reasonable prices.

Concur: A leader in e-travel commerce, Concur provides travel arrangements through a variety of websites and applications, including Room 77, RideCharge, and AppExchange Mobile. The company also created the Concur Connect platform, which enables users to take advantage of a cloud system for travel and expense arrangements.? Concur reported a 25 percent revenue increase in the first fiscal quarter of 2012.

China International Travel Service Limited: As more Chinese citizens attain middle class status, they are spending more money on travel within their own country.? Drawing on the booming Chinese economy, China International Travel Service Limited (CITS) has expanded into new regions of the nation, providing business tourism and travel services to more individuals.? That was astronaut John Glenn reporting back to Earth from the Friendship 7 capsule on February 20th, 1962. Exactly 50 years ago.

?The horizon is a brilliant, brilliant blue.?

Minutes earlier, he had become the first American to enter orbit around the Earth, and the second person overall after Soviet cosmonaut Yuri Gagarin.

By 1962 Glenn was already a decorated fighter pilot who flew in World War II and Korea. He later served as a U.S. Senator for almost 25 years. And in 1998, at age 77, John Glenn returned to orbit on space shuttle Discovery. He's now 90 years old and is participating in a number of NASA events to commemorate his landmark flight.

One thing Glenn learned on that first trip to orbit 50 years ago?when you're zooming along at 17,000 miles per hour, day turns to night pretty quickly.

Iraqi-born Islamist cleric in Norway terror trial (AP)

OSLO, Norway ? An Iraqi-born Islamist cleric goes on trial Wednesday for allegedly making death threats against politicians and encouraging suicide bombings in Iraq, and some see the case as a test of Norway's terror laws and its freedom of speech.

Prosecutor Geir Evanger described the charges against Mullah Krekar, 55, as serious and said Tuesday the defendant could receive up to 20 years in prison if he's convicted in Oslo District Court.

Krekar arrived in Norway from Iraq in 1991 and was given refugee status. He made several visits to Iraq and during them founded the Kurdish Ansar al-Islam, an al-Qaida-linked group listed as a terrorist organization by the United States and other nations. It is suspected of organizing suicide bombings against U.S.-led coalition forces in Iraq.

A local court declared Krekar a national security threat and ordered him deported in 2005, but later postponed the move because of concerns he could face execution or torture in Iraq.

Two years ago, Krekar told foreign reporters in Oslo that if he were deported to Iraq and killed, Norwegian officials would "pay with their lives," according to a transcript included in the indictment.

Prosecutors say the defendant violated Norwegian terror laws because the threats were meant to cause fear in society and force officials to halt the deportation order.

Charges also include comments Krekar made on NBC's news program "The Wanted" in 2009. He said the American people deserved the Sept. 11, 2001, terror attacks, and encouraged suicide bombings against Americans in Iraq. He also is charged with making death threats against others on various websites.

Krekar's lawyer, Brynjar Meling, said Krekar rejects the charges and stands by what he said, but that he did not break the law.

"It should not be looked upon as threats," Meling said, adding that the trial will be "a test case" for drawing the line between Norwegian terror laws and freedom of speech.

Evanger, the prosecutor, disagreed.

"Krekar gave his interviews in Norway, so he can be charged for such threats under Norwegian law," Evanger said. "Under no circumstances can plain death threats be protected by freedom of speech."

Krekar has denied links to al-Qaida and has said he no longer leads Ansar al-Islam.

?Some of the very small groups weren?t getting the full benefits as soon as we would like,? Courtney said.

Under the law, microbusinesses will be hit by greater premium fluctuations than their larger counterparts, according to an independent consultant?s report presented to lawmakers last month. Including them in the pool, known as the Maine Guaranteed Access Reinsurance Association, could alleviate that variability, Courtney said.

The high-risk pool is funded primarily by a fee charged to nearly all private policyholders in the state. Insurers also pay a fee for each member they relinquish to the pool.

Expanding the pool to include microbusinesses would presumably cost more, though the bill doesn?t address additional funding.

?We need to help those microbusinesses afford their health insurance,? said Rep. Sharon Treat of Hallowell, the ranking Democrat on the Insurance and Financial Services Committee. ?Whether this approach is sustainable financially is an open question.?

Treat pointed to the consultant?s report, which predicted a $12 million deficit if the state includes microbusinesses in the reinsurance pool.

The report, prepared by Gorman Actuarial of Massachusetts, includes a number of assumptions because lawmakers haven?t fully ironed out the health reform law?s implementation.

Maine?s law also allows insurers to set rates based on a business? size. The federal Affordable Care Act does away with group size rating in 2014, however, putting serious time pressure on the proposal to expand the risk pool, said David Clough, Maine director of the National Federation of Independent Business.

The Carina nebula has been the centerpiece of?iconic space images?in the past, but many of these photos were taken in visible and submillimeter ranges of the light spectrum.

By harnessing the infrared-seeking capability of the VLT and the infrared HAWK-I camera, a team of European astronomers led by Thomas Preibisch, of the University Observatory in Munich, Germany, peered behind the thick clouds of dust to reveal the Carina nebula's hidden secrets. In the new image, Eta Carinae appears at the lower left, surrounded by clouds of gas that are glowing under the intense ultraviolet radiation from the newborn stars. The various dark pockets spread across the stellar landscape remain opaque even in infrared wavelengths, but they are dusty incubators from which new stars are forming, ESO officials said.

The cloud of glowing gas and dust is the birthplace of many massive young stars, and the nebula is home to several of the brightest and most massive known stars. One of these stellar giants is Eta Carinae, which is a mysterious and highly unstable star, according to ESO officials. Eta Carinae was the second brightest star in the night sky for several years in the 1840s, and astronomers think it will likely destruct in a?violent supernova explosion?within a relatively short time.

The bright star grouping close to the center of the picture is a cluster of stars called Trumpler 14. Over the last few million years, this region of the sky has formed large numbers of individual stars and star clusters, according to ESO officials.

The Trumpler 14 cluster can be easily spotted in visible light images, but in this infrared view, many fainter stars can also be detected. Toward the left side of the image, a small concentration of yellowish stars can be seen. This stellar grouping, which cannot be seen in visible light, was spotted for the first time in the new data from the VLT, ESO officials said.

This new panorama of the Carina nebula has been stitched together from hundreds of individual images, creating the most detailed infrared mosaic of the nebula ever taken, ESO officials said in a statement. The VLT's view not only highlights the bright, massive stars, but also hundreds of thousands of fainter stars that were previously masked by the thick veils of dust.

Scientists have developed a new kind of tiny motor which they term a "microrocket" that can propel itself through acidic environments, such as the human stomach, without any external energy source, opening the way to a variety of medical and industrial applications. Their report in the Journal of the American Chemical Society describes the microrockets traveling at virtual warp speed for such devices. A human moving at the same speed would have to run at a clip of 400 miles per hour.

Joseph Wang and colleagues explain that self-propelled nano- or microscale motors could have applications in targeted drug delivery or imaging in humans or as a way to monitor industrial applications, such as semiconductor processing. However, some versions of these small-scale motors are not self-propelled and require the addition of a fuel (commonly hydrogen peroxide). Other versions cannot withstand extreme environments such as the stomach, which is very acidic. That's why the researchers developed a new, tubular microrocket that can move itself without added fuels in very acidic conditions.

They tested the new microrocket in various acids and in acidified human blood serum. In such environments, a microrocket spontaneously produces bubbles of hydrogen gas, which propels it like the gases spewing out of a rocket's motor nozzle. The microrocket is ultrafast it can move farther than 100 times its 0.0004-inch length in just one second. In contrast to current devices of this kind, the microrocket's interior is lined with zinc, which is more biocompatible and "greener" than other materials and leads to the generation of the hydrogen bubbles. Wang's team also developed a version with a magnetic layer, which enabled them to guide the microrockets toward cargo for pick-up, transport and release.
